According to Decision 1209/QĐ-BTC about pilot of electronic invoice usage with authenticate code of tax authority:

MOF decides to apply the pilot of electronic invoice usage with authentication code of tax authority (authentication invoice) for some enterprises in HCM city and Ha Noi; pilot time from June 2015 to the end of December 2016.

This Decision guides how to create, issue, use, manage when selling goods, providing services for enterprises, tax authority.

Enterprises participating in the pilot of using invoices must comply with regulations issued together with this Decision.
