According to guidance in the official letter 1265/LDTBXH-LDTL:

For a company to suspend operations during the period from 6-8 months due to external factors, the Company may agree to suspend employees perform contract labor. Upon the expiration of the temporary suspension of labor contracts mentioned above, the Company must receive the employee to return to work.

The termination of the labor contract in case the company suspended operations shall be conducted only when there is agreement of the employee. Mode unemployment insurance and severance benefits for employees upon termination of employment contract made under the provisions of the labor law.
