According to official letter No. 16200/BTC-TCT:
When enterprises have more new contributors that the cash of new contributors is higher than their portion contribution of total charter capital:

If the higher difference which is the common ownership of the contributed enterprises will be recognized in other account (Account 4118), excluding the taxable income to calculate CIT of the contributed.

If the higher difference which is the ownership of a personal contributor or some old personal contributors, it will be considered the income from capital transfer, the income from the old personal contributors must declare to pay CIT or PIT under regulations.
